I primarily work in Pro Tools 12 but I also do some basic video/photo editing in FCPX/Lightroom. I'm considering getting a Mac Mini with these specs -
Would this be powerful enough to run those applications smoothly? If not, what would you recommend?

It should be okay to run most software, looking at the Pro Tools 12 requirements it looks like it will run it no problem; I'm just wondering why you don't get an iMac or Macbook Pro retina for around the same price range. You should be aware that the iMac and Macbook Pro Retina are designed with that sort of market in mind more than the Mac mini which is aimed more at consumers.

I would consider those but I already have a Macbook Pro and a Thunderbolt display, which I was planning on using with the Mac Mini. I gave some thought to the base model Mac Pro but I feel like that's overkill for the applications I'm going to be using.
Seeing as you have a thunderbolt display, the Mac mini seems fine. I just assumed you didn't because if you didn't, it would make the iMac would have somewhat better value.
Get an iMac and use your Thunderbolt display as a second display, you will then have up to 54" of useable display space. This is ideal for doing photographic work.
