I used to view all my wireless connections and signal strength but have forgotten how to do so. Can someone walk me through the steps again?

We'll have to guess and assume that you mean that you want to check the connections from your Apple AirPort router to connected wireless devices.
On your Mac.....open AirPort Utility
(Finder > Applications > Utilities > AirPort Utility)
Hold down the option key on your Mac while you double-click on the picture of the AirPort router
Wireless connections will be displayed
Click on the small arrow next to each connection for more details about that connection

One thing doesn't show up on each of the Express units.
The signal strength used to show up but now it says 'unknown'.
Any idea how that can be shown?
Is sounds like your Mac is not actively connected to an AirPort Express, so it does not know what type of signal strength it might have for a connection that it does not have.
Strangely enough it does show all of the Airport Express units and their connectivity, just not the connection strength which was something I used to like to check. We had a power outage a few weeks back and when I reconnected some things like this have come up.
Maybe you are thinking of a different version of AirPort Utility? The older version had nice charts and graphs for the connection details. Apple dropped all that in the newer version of AirPort Utility.

Another question...I found my old 2009 era Mac Mini in a closet but have completely forgotten how to set it up?
Any suggestions as to how to bring it back to life and is it worth re-suing for anything?
Do you think since I upgraded to El Capitan I've lost that capability? The connection:_______ word and space for a reading is still there.
