I've moved files from my iMac's hard drive to iCloud Drive. Each file has a dotted line cloud next to it. When I open iCloud Drive on my iPhone (or on my iPad), I see the folder containing the files but there are no files in the folder. Same thing when I try to access the files on iCloud.com. How/when do the files show up on these other devices?

It sounds as though they haven't finished uploading from your Mac, monitor progress to make sure the process has not stalled.
That makes sense. How do I monitor progress? On my Mac I see a list of files with a dotted cloud next to file names. I do not see a progress bar.
That sounds to me as though it hasn't even started to upload anything, have you tried restarting and seeing if this changes.
I restarted my Mac and still see just the list of files with the dotted cloud next to each file name. I'll continue waiting - maybe something will happen.
It doesn't sound as though it will to me, I'd be inclined to disable iCloud Drive and then re-enable it, although you may need to have to add everything back again that hasn't synced so far.
Since nothing has synced yet, there is little downside to trying your suggestion.
I disabled iCould Drive on my Mac then re-enabled it. Same issue: files are not syncing. So I tried another approach: I logged onto to my iCloud.com account and uploaded files. These files now show up on my Mac and my iOS devices. Why ask why?
But you still presumably have a problem syncing from the finder or did that resolve itself.
Performance from Finder is spotty. Sometimes a file uploads to iCloud, sometimes not. My Mac is vintage 2007. Even though it has all of the current software and OS on it, could be some other gremlin is the culprit. iCloud.com will work for now.
Same problem. Files in iCloud drive show up on my rMBP, iPad Air 2, and iCloud.com, but not iPhone 6. I'm running OS X 10.11 and iOS 9. I turned off iCloud on the iPhone and rebooted, then re-enabled iCloud drive, and still no files. I left a solid dropbox subscription for an iCloud subscription. So far, I'm kinda regretting my decision.
Same here. No problem with sync between macs (MacBook Pro and MacMini) but can not view the files in my iPhone 6. Only the application folders are showed like Numbers, Pixelmator etc. My personal data, created by me, do not show up in iPhone. Left a DropBox account and have this kind of problem is frustrating.
oops.
I'm now realizing how good Dropbox was. It really is a flawless service. I just wonder about security.
