Add new card thro payment information won't accept

Hello,

I try to add my new Visa debit thro payment information thro my iPhone and mac, its keep saying that "your payment method delined please enter valid payment method information" I've been to bank to see my card is okay, its all fine, and i add in new card thro paypal and that all fine and even the wallet too! so why the app store and iTunes won't accept it?

i needed to updates my apps and even the new software for mac..

What can i do?
