photo application problem

i just had to switch my daughters computer over to yosemite. part of this is photo app. I am set up as the main administrator account on this computer and the photo app works. when i open it it accesses the photos / events / from my prior iPhoto app. if i switch users to my daughter the photo app always comes up blank. i can "option" and open the photo app and it does bring up the photos. but every time i close the app and reopen it, it comes up as new again. i can't get it to keep the photo folder and use as system library. it always starts off as a new photo program. help
