I have done a clean installation of el captain on my mac mini, i always have a external HD with my Photo Library sync on icloud. My problem is that: when active photo on icloud he want upload entire library again. He don't recognize that is the same library.
There is a way to make him recognize the photo library? My library is 120GB and if possible i dont want upload again.

I don't believe it will upload them all again, it will however check every photo which will take some time, although probably not as long as uploading them again.
When it begin the process he warn me that there is not enough space for the operation, indeed i have a 200GB iCloud plan with 60GB free and my library is 120gb.
In that case you may need to start again by removing the previous upload from the cloud.
But this is insane, there must be a solution is the same library 😕
I tend to agree with you. I had a very similar thing to you, which is why I suspect it wouldn't actually do the upload again for you, this makes it even more bizarre because it's not actually going to need twice the space but still won't go ahead and run.
