my device was stolen by employee who was using it. Now I cannot track my device. How can I get help.

It is a Police matter. Report it to them. Apple will not be able to assist you.
I Have made a police complaint. My carrier confirms that they have blocked the number. they refused to track - is Apple able to help in this case?

No, Apple is not able to help.
Did you have Find my iPhone enabled? If so you can track it yourself. Apple will not do it.

IT was enabled. But since the employee was using the device, he appeared to have erased it As he was using the id/password.
In the future, you should probably not allow employees to set up their own Apple IDs on company owned devices.
