My iPad 3rd Generation wont connect or show Wi-Fi?

My Ipad 3rd Generation will not show or connect to any Wi-Fi. My Ipad was running iOS 6 and I was thinking that was the reason, so I updated it using my computer to iOS 9 but I still have this issue!. I reset my network settings, Factory Reset my iPad and entered the Wi-Fi information in manually. IM thinking it might have something to do with a router setting possibly? But my iPod and my brother iPhone connects. I also know its not just my Wi-Fi, I tried to connect at my mothers house and had the same result! Please help I really need this for school.
