I had to re-format my hard drive.
On re-installation and downloading my photos from iCloud, none of the previously tagged faces come up? It appears it's lost all of this information?!?

Larry, that can't be right, when I search for a name on my iPhone a list of all those faces comes up....
The list of faces goes to iCloud Photo Library and is searchable, but the Faces feature - thumbnails etc - does not. You need to recover that from your back up.
Thanks - is it possible to do that without making duplicate of everything in iPhoto (and the problems that will go with that)?
Do you mean iPhoto - which has no connection with the iCloud Photo Library? Or the new Photos app?

The trick would be to restore the whole Library from back up, and then delete the one without the faces.

You will also have to restore your projects from your backup, any books or calendars you created.
The searchable faces tags that sync with iCloud will it make possible to recreate the faces quickly, however, if you cannot restore the library from a backup. Photos uses them when suggesting more faces of a person to name.
