it flash a blue screen after the progress bar reach the finish line...
and it repeats again and again in the loop until it no battery. pls show me how to solve this.

Have you tried holding down the home & sleep/wake buttons at the same time until the Apple logo appears then let go & see if the iPad will boot up normally?
