Re-login in with forgot password issue

Hi,

I have login with Apple id with linkup by Credit card but i forgot the password than i reset it but now it was asking again credit password already i charged up to RS:60 when i fresh logged in if i connect with another password it will charged? How much cost it will charged and i want to Upgrade my mobile IOS version because i don`t have SIRI option. I Using Iphone 4.
