Make Safari always accept cookies with a configuration profile

I created a configuration profile with Apple Configurator with just one setting different than the default settings, that is I set Safari to always accept cookies. In the configuration profile file the key "safariAcceptCookies" had the value "2" (2:Always). What happens on the iPhone is that Safari's "Block Cookies" setting is set to "Allow from Websites I Visit" rather than "Always Allow".

To sum things up:

Configuration Profile:

<key>safariAcceptCookies</key>

<integer>2</integer>

Expected Results:

I expected to see Safari "Block Cookies" setting set to "Always Allow".

Actual Results:

I saw Safari "Block Cookies" setting set to "Allow from websites I visit".

Is there a way I can set Safari's "Block Cookies" to "Allow from websites I visit" using a configuration profile, or any other way to automate this?

iPhone 5s, iOS 9.0.2
