I suspect something is lost in translation, so I'm not entirely certain what you have asked. However you cannot downgrade iOS, and the App Store will always give you the latest version of an app that it compatible with your device, you cannot go back to an older version unless have the .ipa file stored on your computer and can add it to your library.
