IOS 9 upgrade

This is a general question as no specific answer seems to be forthcoming from my postings elsewhere on this forum. I have listened ad nauseam to people waxing lyrical about how wonderful Apple products are. I only have one and that is an Ipad 3. After upgrading to ios 9 I seem to have a number of problems including one that has made an associated bit of very important (to me) hardware useless.

Reading this forum it seems that there are loads of issues with the software and I understand it is not possible to go back to the previous version.

In my book this is totally unacceptable and wonder what Apple's track record is for sorting these things out. All I hear from Apple owners I know is that Apple doesn't have problems!!!!!!
