This doesn't help as it doesn't answer the question.

You would need to create more than one Apple ID

    Read this previous community thread....

Transferring purchased software one ID to another in order to use just one apple ID

I'm obviously not making the question clear enough since I'm getting answers that don't answer the question.

Both myself and my partner have Apple IDs.  I want to be able to share Apple Music through family sharing but I ONLY want to share the music.  If they want to buy Apps I want them to be able to buy their own and not buy them through my account.  As far as I can see, if you enable family sharing then the lead person HAS to pay for the apps and the family cannot pay for their own.  Am I incorrect or is there a way around this?

I have this same question. I want one Apple ID associated with the Apple Music account and keep my current Apple ID associated with my own purchases from iTunes, App Store and Mac Store.

How can we do this? Do we have to setup separate iTunes Libraries and each one is associated with a different Apple ID? Would that work? Or is there an easier way?

You are correct in your assessment, if you set up Family Sharing on your account then when members of the Family Sharing plan purchase an App it will be billed to your account. To my knowledge there is no way around this feature.

You can't, all payments will be through the designated account

When in a Family Sharing group, the Family Organizer will be billed for all purchases unless the initiator has itunes credit in their account.

The purchase initiator cannot use their own credit card while part of a Family Group, but can use iTunes Credit.

So basically the way around this, is for all members of a Family sharing group to buy iTunes Gift cards and redeem them to their account. That way their credit will be used to pay for the purchase instead of the Family Organizer's credit card.

This is explained clearly in the link provided by Carolyn 8 months ago.
