Oct 15, 2015 10:25 AM in response to IntelPotatoby apblo,I was also experiencing this problem. The employee helping me told me that this is a confirmed iOS update problem. Once they restarted my phone I was no longer having that issue, but I still have other issues as mentioned above.

And not all of them are iOS people (the documented bug is for people running earlier than iOS 9.0.2, which is silly too, but) --some of them are Android.
I try and send, message is green, and within less than half a second "Message could not be delivered". Rebooted phone, same issue. Turned off iMessage to force texting - no fix. This is impacting my ability to work, as this is a work device. It's extremely frustrating, and it's a show-stopper of a bug, not just something annoying. There are times when I don't have reception for a cell conversation but a text or an iMessage would work; yep, not gonna work.
I am enrolling in the beta program just in the hope that 9.1 beta 5 (released 10/12) might resolve my issues. This is probably foolhardy; if a public release causes the issue, how likely is a beta release from Apple to be more stable or bug-free? But, I have work I need to do, and until there's an official fix, I have to hope that maybe they addressed it in the most recent beta.
My first iPhone is an iPhone 6 (I've had smartphones since Kyocera was making PalmOS phones in the early 2000s) with many different operating systems, and this is by FAR the most disappointing smartphone of the ten smartphones I've had, with more bugs and problems. If my company hadn't standardized on these, there is no way I'd choose this product --and I work in IT. The hardware is just fine, but the software has been disappointing to say the least.

Not delivered, not delivered, not delivered. I'm on AT&T, and I now have to call or e-mail to get in touch with people. Also note that it turns out I'm having problems sending to people who are running iOS 9.0.2, so it's not just old version issues.
Apple, this is frankly ridiculous. Fix the problem. I'm a step away from spending my own money to get a non-Apple phone that will work on AT&T and plugging the SIM card from my work phone into it so I don't have to deal with this issue or others I've had in the year I've had an iPhone 6.

LoneWolf15, I'm going to assume you disabled iMessage and text messages aren't being delivered. I would blame the fact you're using a Beta iOS or there's a problem w/ your SIM. I've been reading every response on this thread and yours is unique, so we have to assume one of three things, two of which I've already mentioned. The third possibility is a corrupted update, meaning you should backup your phone and wipe it to factory settings. If you don't do any troubleshooting then there's no guarantee you'll see any help or a receive a fix.
I recommend you backup your phone and go to the Apple Store with this one.

The worst part is that the other people _think_ that I'm getting their messages. I tried turning iMessage back on, rebooting my phone, etc, and I still haven't received the old messages that other people think were sent.
I have an iPhone 5S with 9.0.2 and Sprint service.

turning off iMessage makes other iPhones treat your phone like an Android or any other phone.. it'll send SMS or MMS text messages instead of using your data to send messages

Yes, I understand that. What I was saying is that, when I disable iMessage and someone with iMessage enabled tries to send me a text, I don't receive a text message of any kind (e.g. SMS or MMS), and the sender doesn't receive a failure notice of any kind. So they think I have received their text. If someone without iMessage enabled texts me, I do receive it (and as an SMS / MMS message of course).

Here is the problem again:
After upgrading to iOS 9.x and disabling iMessage, if someone with iMessage turned on sends me a text (as an iMessage), then I don't receive it (as a text or iMessage). I have an iPhone 5S with 9.1 and Sprint service.
My Apple friend thinks the issue might have to do with the fact that my MacBook Pro (running OS X 10.11) is linked with my Apple ID (though I disabled iMessage on my MacBook, so I don't think it should be contributing to the problem).

Some of the messages show as coming from a phone number and other times from the persons email. Yet both as iMessage.
