Can't send pictures

I recently upgraded to the iPhone 6s 128 gb. Since rocking this new phone of mine I have been unable to respond to group messages. I can not send pictures to a non iOS device (Yes I've tried sending to numerous people). When a non iOS device sends me a picture it arrives as a separate group message sent to both myself and the sender. I have the same carrier for over a decade; the same plan on said carrier for two years. My MMS and group messaging are on. I have tried "turning it off and on again". Updated to iOS 9.0.2. Reset network settings. My data is on. I have tried turning off the settings and then back on again. Nothing works. Anyone run into a similar issue and/or have any suggestions? Save a full restore of the phone; which arguably makes no sense since it's a brand new device.
