White border on display after upgrade to iOS 9.0.2

I just upgraded my iPhone 5c to iOS 9.0.2.


There is a white border with a small tab at the bottom center on all the screens. I have lost the ability to slide up from the bottom for settings and slide down from the top for notifications. In Safari when I turn my phone to landscape the border stays in the portrait orientation.


The after the upgrade process I had to fight through the screens that want you to set a pass code, log in with your apple id, etc. They were very large and unusable. Eventually I had to power off and on. Then I was presented with screens I could use - they were the right size for my phone.


To get rid of the border that I have now I have tried powering down the phone but it was still there when I powered it up.


What is this and how do I get rid of it?
