iPhone 5s could not save forwarding settings

my new iPhone 5s will not save the phone number when I try to use call forwarding, it doesn't keep the number in the memory, like my iPhone 4s did, but now when I set the call forwarding button I get a message saying "could not save forwarding settings"

is there a problem with the iPhone,
