I can't turn on the cellular data for some apps ever since the iOS 9 update

ever since I did the iOS 9 update I can't turn on the cellular data for some apps. I previously was shutting the data off on certain apps when I wasn't using them in hopes of keeping my day usuage down. After the update if I try and turn on the data or an app it won't stay on it will shut right back off. I have uninstalled and reinstalled the apps but nothing seems to work. Took it to Verizon and they said they couldn't help.
