My iPad2 is not working after downloading iOS 9.0.2

My iPad won't start up again after downloading ios 9.0.2. It just shows a screen with a plug connecting to iTunes User uploaded file



I assume this means that I need to plug into iTunes on my home computer but I can't do this as I am overseas travelling for some time. Anyway how I can get my iPad running? I've tried resetting it but it just shows the same screen. Thanks.

I'd suggest finding an Apple Store where you are traveling and see if they can help. Apple help pages say that your device is in recovery mode when this occurs. You can try pressing and holding power and home buttons and see if that helps, but that's all I saw on the help page.
