my apple [pay is set up but wont accept my fingerprint ID. All other apps do.

On My iphone 6+version 9.0.2.

The problem is Apple pay wont accept my fingerprint ID. All other apps do accept it.

I have wiped my phone 3 times and restored from iCloud, iTunes and the last time at the apple store using known good apps. this problem just started after the last restore.

iPhone 4S, iOS 6
