Can't perform an iCloud Back Up since iOS 9.0, 9.0.1 or 9.0.2

Since upgrading to iOS 9.0.x, none of our 978 users can perform an iCloud backup if our company's profile is loaded. When you tap backup now, it looks like it is starting to do the backup, and then in a flash it goes away. The company profile installs the WiFi settings for all of our offices and sync settings for our email/calendars/contacts apps. Any suggestions?
