DOES ANYONE KNOW HOW TO RESTART FROZEN IPAD AFTER IOS9 UPDATE!!! DEVICE HAS BEEN FROZEN SINCE 9/16 HAVE DONE THE ITUNES SEVERAL TIMES

I have an iPad which updated the iOS9 9/16/15 and has been frozen every since! I have contacted Apple several times regarding this and they are insistant about the iTunes RESTORE which DOES NOT WORK! i HAVE DONE THIS SEVERAL TIMES.

I have an iphone 5S which I was perfectly happy with and it initiated the update and has been frozen as well! I had to purchase a new PHONE and APPLE is being on no help with either device!

I am in desperate need to find a way to repair/restore these devises ASAP
