iPad doesn't find GPS signal when using the Nokia HERE maps app

I Have a wifi only iPad Air 2 16 gig version with iOS 9.02. I recently downloaded the nokia HERE maps app but when I try to use it for navigation I get the message "looking for GPS signal" I have Bluetooth on, i live in an urban area but my Garmin sat ab finds satellites ok.?

I can get this to work on my iPhone successfully but would rather have the larger format available, anyone offer any suggestions. Location services is on.
