Photos on Mac is not detecting and importing photos on iPhone

I have a mac running El Capitan and an iPhone 6S with 9.0.2. I have photos on the iPhone that I have taken this past week. When I plug in the iPhone to the mac and launch iTunes and photos I can see the iPhone icon in photos but the import photos but the "imported selected" and "Import all" tabs are grey not blue.

this was not a problem yesterday with Yosemite.

I have the exact same problem: iOS 9.1 and El Capitan. My Camera Roll is full with 4k videos and Live Photos yet when I try to import them via Photos on my Mac, the device shows up, but there are no photos to import and the Import button is greyed out. Someone in another thread suggested opening Image Capture first as that might help, but this didn't do anything for me. Also, I do not have the iCloud Photo Library enabled. I know that I can get my Photos onto my Mac this way, but I would like to be able to import them directly via USB cable, just as I used to before I upgraded to El Capitan.
