I can't unlock my Apple ID it will not verify my identity

I have reset my password at least 6 times now. I try to unlock my account and I go through all the security questions and they are correct then reset password and it then takes me to put Apple ID in and I do that then I enter the new password. Then it pops up cannot verify. My phone has this come up constantly. Please help!
