How do I restore the pictures I had in iPhoto to Photos? When I updated to ElCapitan they all seem to have disappeared.

What happens when you launch Photos?
Photos opens with the few pictures that were on my iPhone when I first connected it after downloading El Capitan.
Photos opens with the pictures that were on my iPhone that I had not yet loaded into IPhoto. None of the other albums that were on iPhoto appear.

I get a message that my library is too old to open. I downloaded the upgrade to fix this but I still get the same "Too Old to open message"
