Having reachability's shortcut as multitasking would be awesome! I'm a new iphone user coming from Android, and it is so annoying that cycling between opened apps requires so much effort - yes, effort... Comparing to tapping, pressing feels incredible slow.
Pressing vs tapping? That's got to be a first world problem par excellence, as the French might say.
I fail to see the attraction tbh. If multitasking could be invoked that easily it would happen constantly by accident, which would drive me to distraction.
Not sure you can expect every possible command to be mappable to every possible button or gesture on any phone, but if you want to suggest this, you need to feed back directly to Apple rather than post it in this forum, which Apple doesn't read.
I don't really understand your question. But here is how reachability works:
Double-tapping the home button will activate reachability, but I do not want that, I'd like to double tap the home button to activate the multitasking ... how can I make this change? I know that pressing the home button twice activates multitasking, but that results in increased wear and I would like to avoid that.
Settings > General > Accessibility > Reachability = "off"

It's funny that apple do not let user to decide about the function of the buttons and events!
And, please add "<" and ">" to the keyboard in portrait mode too... Working with the default keyboard is really annoying
