How can i sync my iphone 3 library with my new windows library?

I've got an old iPhone 3 which has a load of music on but the laptop I used to hold the library is broken. I've got a new library setup on my surface pro 2 and have later purchases in there but want to combine the 2, any ideas?

I've tried to sync but it only appears to go one way tablet to phone
