iPhone to iPhone Calendar not syncing

1. most important question: two iPhones (6), iOS up-to-date - calendar event will not sync from one phone to the other.

2. 2nd question (related?) Even syncing from myMBP calendar to iPhones very slow - how long should it take?

icloud calendars on both the MBP and our iMac show the events. for some reason the phones are not getting the sync via iCloud calendar. All iOS up-to-date, all computers up-to-date OS (el Capitain)...

Any suggestions???? yes, I have accounts enabled (Settings) in iCloud showing calendars enabled. yes, iCloud calendar shows the little syncing icon for our default calendar. But, it doesn't sync?????
