In order to finish with Settings > General > Reset > Erase all content and settings, yes, your Find My iPhone had to be "Off".

Just doing a restart, does not turn off Find My iPhone, and depending on exactly what you are referring to when you say factory restart, it may not have done everything you want it to either. I'm guessing you meant factory restore, but to turn off Find My iPhone and Activation Lock, you need to follow the steps in this support document.
