For anyone stumbling across this thread, DD does work (I just used it to write a PartedMagic image to a USB stick) as long as the target drive is unmounted.
However, as with salvapost, I'm a long-time Mac user (1987) and the current direction Apple is taking would suggest it's forgetting its roots as a computer company. Logic has traditionally been a strong point with Apple design, and it makes more sense to have all storage-oriented functions contained neatly within a single application. Having fragmentation like this is something we've come to expect from Microsoft but is atypical of Apple, up until now that is.
The thing is, Disk Utility wasn't exactly broken so "fixing" it like this makes no sense. Renaming it as "Storage Utility" would actually be the most logical thing they could have done, given that no currently-shipping Macs actually contain storage discs. And, if you're going to (sensibly) call it that, put all storage related functions in one place, including imaging and duplication. Just like they used to...

Much of Disk Utility has be simplified, and as Apple pretty much killed off Optical, I would imagine that sort of thing was cut.
The command line program, hdiutil, can still do everything the GUI did.
It'll probably take a while to learn. I don't have an suggested tutorials. The only thing I know of is the man page.

Most of that is still accurate, but there is a new document on your Mac. In Terminal, type man hdiutil
It's done with the Finder now -- well, it always could have been done with the Finder.

Finder does not appear the ability to create a USB from an ISO. The finder routine will look for a Superdrive (DVD), but does not support the creation of an ISO using a USB. Serious flaw, as Disk Utility has always been the way to create an ISO USB. Command line (dd) no longer appears to support this either.
Same problem here. I start to hate El Capitan!!! I have been using Mac since Macintosh Plus and with El Capitan is the first time I start to think is something wrong with the path that Apple is taking us.
Anyway...
Disk Utility is useless! The Finder way Is not showing anymore and the Terminal DD is not working. Great Apple!!! What about the people who use your product for something more than surf the Internet...

Thanks so much, you saved me the hassle of having to go onto a PC (dreadful). Do you know why they did this? Why didn't they tell us? This is like the worst thing to not inform us about Apple :l. Also will the ISO be bootable from? I'm burning Windows 7 onto it.

go deep with terminal:
hdiutil burn /Users/ingconti/Desktop/windowXXX.iso
will ask a DVD (i use external Apple Superdrive.. )
Doesn't work even if I set speed at 4x. Always get a medium write error.
