After upgrading to IOS 9 iCloud info is not longer valid

After upgrading to IOS 9 my devices to iCloud info is not longer valid for my credit card.

I received a message stating that I have to upgrade my iCloud Storage plan to at least 50 GB because I am already over my limit with 7.5GB. This not possible because i pay every month for the US$0.99 plan.

When I check my iCloud account I have only the free 5GB, after I placed my credit card info - same credit card info where the AppStore was billing me for this plan and everything else - no longer is valid. I received the message that the info is not the same at the bank records and/or I should give the information for a US credit card and a matching billing address. I was billing last month to this same credit card.

Please advice.

Regards,

Jonathan.
