Can Siri on iPad call emergency services? (Without linking iPhone)

A bit of a silly question, I know, but I was playing around with Siri today, and told it "999", in which its response was "Calling Emergency Services in 5 seconds". I wasn't sure if this was true, since the iPad is unable to make phone calls (apart from having it linked with your iPhone, in which mine wasn't), but I cancelled it anyway just in case. Has anyone tried this, and does it actually work? Don't try it if it's connected to your iPhone.

Your iPad is not a cellular telephone. It has no facility to make a voice call to anyone, including emergency services.

Only if you have some VOIP app and service setup, like Skype. Believe what you wish, but no iPad can natively connect to nor use any carriers cellular voice network. They can be linked to an iPhone via iOS continuity unity to make and receive calls (the iPhone actually makes the voice network connection), and they can make internet VOIP calls, if set up to do so.
