I know you're very upset. I would be too. Over the years, I've learned to wait a while after major updates are released, to make sure everything that important for me, still works. Anyway, you need help now, right>
I looked at the Xerox site, and found these ideas which helped when they were too slow updating drivers after the Yosemite upgrade. I hope you'll find a workaround in this list, in case Jimmy's link doesn't fix it for you. It's a whole list of solutions posted here in February for Yosemite. I'm pretty sure there's one or two in here that will work for you.

Nov 11, 2015 3:23 PM in response to vladimir1974by @elias,Have you tried to reinstall the yosemite driver for El Capitan?
Otherwise @bees linking article is a good source to try some other actions.
You can remove the driver and try (without reinstalling the driver) over the system preferences -> printers & Scanners. Click on the + button and check if the system recognize the printer.

Nov 11, 2015 3:32 PM in response to R C-Rby vladimir1974,my friend))) I don't expect any reasonable help from you personally, 'couse you've done as you can. Thanks a lot-))) You can keep your bookmark alive and check for bugs every day, it's your choice. Differ from you I choose just pay money and push buttons, after all I can pay a little attention to the nuances. But now I've spent my time for solution the reason of that problem and I'm on my way to buy a ticket to LAX and go to Silicon Valley to decide that issue. Anyway thank you, but all that you said is unhelpful. Nothing personal, just surprised your thinking

I doubt that anything significant changed in El Capitan for printers. If Xerox is using some bizarre system call that is no longer supported, it is their fault it doesn't work.
One very significant change in El Capitan is the new System Integrity Protection ("SIP") feature. It will affect any printer software that isn't updated to comply with its requirements or does not already do so. Checking the listings in Printer and scanner software available for download for your Mac - Apple Support shows that the software for hundreds of printers (all those marked with an asterisk) have recently been updated, most likely because of SIP.
Also note that twice in this discussion OP dglona has posted that he has talked with Xerox & they told him the 3045NI software could be updated sometime in November for El Capitan compatibility.
So basically, Xerox knows the issue exists & is (we hope) working to resolve it.

It seems rather telling that Epson could update their software three months prior to the release of the OS, but Xerox can't do it until two months after release.

Please note the following from that link:
Xerox tries to provide up-to-date drivers when new operating systems are launched. Sometimes getting those drivers out takes more time then we imagined and sometimes drivers for legacy or older products are not created.
So, annoying as it might be, the best thing may be to wait for Xerox to release an El Capitan compatible driver for their models that currently lack them, instead of the "try at your own risk" workarounds mentioned on the Xerox blog, at least for risk-averse users. Typically, the software is handed off to Apple so that it can be pushed to users via an Apple update, making the process as painless as possible (& guarantees SIP compliance, too.)

Nov 11, 2015 3:57 PM in response to R C-Rby vladimir1974,surely I did that, but anyway thank you for helping. I did much more deeper, go to Library/Printers and renamed it. Then search for new printers and install it like Bonjour and IP. Unsuccessful. Then download xerox driver for capitan meant for WorkStation devises close to mine (or so), install them in a new Printer directory, Unsuccessful. Then change some files from new Print directory to renamed, one by one and try and try to print, still Unsuccessful. For right understanding - I have 2 technical graduates, I can interact with devices. Unfortunately I have a problem caused by gap between Xerox and Apple. The second one is recipient of my payments. The first one - a victim of the second.

To be fair to Xerox, they did recently update the software for El Capitan compatibility for a long list of their products, just not all of them. The same thing is true for Epson, Canon, HP, & everybody else. See the "Printer software no longer available as software updates" section of the Apple article for a long list of printers their makers no longer issue software updates for.

So Xerox gave you the printer for free? Lucky you!

Which policy is that? The one where they provide the beta software to the developers about a year in advance of release.
Or, is it the one where they post the API's and tools that will have been deprecated and will be removed some two or three OS releases from now?
If SIP is the only issue that is problematic for Xerox, they shouldn't have been writing code that accessed the locations locked down by SIP in the first place.

Nov 11, 2015 4:20 PM in response to Barney-15Eby vladimir1974,for your understanding - I'm not a developer, I'm a customer who just download and install recommended updates, and get trouble. And I don't give a S about developers world, I'm just user. That's my position in that thread.
