i-phone activation not working after restore upgrade

Hi all, i just purchased new i-phone 6s and went to sinc all my stuff to it via i-tunes on my laptop and after an ios upgrade a error has occured and restore was attempted. It is now frozen saying it couldnt be activated because the activation server is temporarily unavailable. help please.
