I upgraded to iOS9 and not I'm having trouble sending iMessages, how can I fix it?

currently i can send IMessages to others who have IPhones but when i go to send an IMessage to one person. It will go thru as blue but then it switches to green. I have already turn off and on imessage and restarted the phone plus delete the chat and started over again. Any thoughts on this one apple!

Same thing for me with my iPhone 5! On top of that messages are not delivered in order so my messages do not make any sense. This update *****!
