imessage not delivered after setting up new ipad

I set up a brand new iPad air 2 tonight and since then my imessage has been acting strange. It'll sometimes not deliver the messages and send as text later. Weird part is the recipient of the messages see the imessage blue bubble and then see another green one as text later. I've tried turning imessage on and off and even tried wiping all data on ipad and restarted both iphone and ipad. Still doesn't help. It's now completely random and would show 1 message not delivered and the one after it as delivered. Then minutes later the message not delivered would be sent as text. I need help with this. Thanks
