Issue syncing Photos

I just started getting this message in iTunes when syncing phone and iPad. "iTunes cannot sync photos to the iPhone “Howie's iPhone VI” because your Photos Library is not yet available. Please try again later."

Any thoughts or experience with this? Photo appears to be working OK but I have a lot of photos - only a few to sync to devices.... Thanks for help.
