How to Backup Photo Library in iCloud

I want to get my photos off my MacBook 2008 (running OS X 10.9.5) hard drive and off my iPhone (4s) as both are full and saying they have no space left.

I would like to do this with iCloud. I saw a post from September 2014 saying this would be available in about a year (i.e. about now) for Photo Library (as opposed to just Photo Stream).

I don't want to use iCloud to backup all of my other stuff (calendar, contacts, txt, etc. since I just don't like the idea of all that info hanging out there as much in case of a breach. Maybe that seems overly worried, I just don't trust it given the breaches that have occurred with celebrity and other photos. Photos I'm not so worried about (though don't want them to be publicly accessible.
