You should be able to use ANYTHING that generates a bona-fide Wi-Fi Network (i.e., Claims to generate a Hot spot for such a purpose). That should work with any device, including a MacBook. ¿Does you Android phone include a HotSpot feature you can turn on?
Wi-Fi networks are supposed to be device agnostic.
Your Wi-Fi Printer, on the other hand, makes no claims to be a HotSpot, and it can not hope to provide that function, even if it had another Network Connection to share.
You go under settings and turn it on.
Make a note of the sid and password.
Turn on WiFi on your Mac, connect to the WiFi network name provided by the phone.
