Apple ID question

I was trying to set up an Apple ID for my daughter. So I can family share with her. I accidentally set her up so that her age to instead of 20. Now there's no way to remove her Apple ID because she's under 13. I even called support and they said I could never get rid of that Apple ID. It would not fall off my Family Share until the Apple ID birthday turned 13. Seriously, how is this? It's my iTunes account! It's my credit card! I should be able to remove whomever I want anytime I want regardless of their age. This has to be fixed. I was told the only way to remove that Apple ID is to transfer it to a different family share plan. Unfortunately I don't have another family share plan. My daughter doesn't have another family share plan. It's absolutely crazy I can't even fathom this epic fail.
