iPad keeps deleting movies

i have a 32GB iPad. I have restored the iPad to factory settings, disabled contacts, photos, notes, calendar etc. All I have on the iPad is movies and some apps for my kid. Every few days the iPad keeps deleting her movies and putting them back into the cloud. Then when I go to download them again it says there isn't room, but theres nothing on the iPad! How do I get it to stop deleting the movies??
