I always have my iMessage turned on. However, last night it started sending my messages as text messages but only to certain contacts (who also have iMessage). It also won't say delivered for an extremely long time. Does anyone know why? Is it an iOS9 issue?

Are you sure that other person still has that phone/phone number and do those people also have ios 9? I have ios 9 and I am able to imessage fine...
yes, I text these people all the time and it's not working. I updated my phone last night and then this morning select contacts will send as text messages.
Having the same issue. Just updated tonight to new newest iOS version and it's hit and miss on saying delivered. Was working just fine prior to my update. I have reset network settings, signed in and out of iMessage. Nothing is working. It says delivered on some and not all. Very inconsistent. Have a iPhone 5s
