transfer photos but phone won't turn on

my phone got wet one day, didn't work for a couples days , started working again then all of a sudden stopped. the only way it will go on is if plugged to charger and even then the apple sign shows then the screen will go black ( still on just black ). I have pictures that mean a lot , is there anyway I can transfer the photos from that phone to the new one I got. I tried updating it through itunes and I don't have it backed up through icloud. please help
