can't pre order or buy music

I use itunes on Windows 10 and have been able to pre order music and buy music. When I click to buy or pre order an album the button turns grey for buying albums already out or an off orange color for pre orders and says its doing something in the top middle status bar. Nothing actually happens. I don't get billed, it doesn't end up being purchased at all and just sort of does nothing.
