9.0.2 Ipad mini is still un-responsive/laggy please fix Apple

Hi Im dissappointed with the 9.0.x updates from Apple.

I have a ipad mini with 9.0.2 installed. When the ipad lookups up the wifi network after the sliding /w pin to open access. The ipad, freezes, swipes don't work, and the ipad mini becomes laggy, and unresponsive.

Im not after a solution, Im letting Apple know its update 9.0.2 is still broken.

P.s its not my network, i have an older ipad running 8, 2 mac airs, apple tv etc. None of those devices have any trouble with our network.
