Why are my messages green and not blue since we are both connected to wifi

Yes, its not saying delivered either. and it'll send as a text. Its starting to annoy me. Its going through but not saying delivered but to some of my other friends that have iPhones it'll just send as a text.

Not only am I having issues with the iMessage, my FaceTime is not working either.
