I DO NOT WANT cloud music in my iTunes Library!

I have disabled everything related to Apple Music, I have turned on the view "ONLY OFFLINE MUSIC" option, I have disabled "APPLE MUSIC CONNECT. However, when I create genius playlists, iTunes insists on inserting cloud music to fill up the list.

I make my genius playlists 100 songs, and iTunes keeps on inserting cloud music to fill up the list. It even inserts some cloud songs that I already have in my iTunes library.

I DO NOT WANT CLOUD MUSIC IN MY ITUNES LIBRARY! Why does iTunes insist on putting it in my playlists?

How can I stop this?
